Environmental aspects do not play a key role in car purchase decisions

Germans who want to buy a new car tend to focus on three issues: the price, the degree of comfort and security aspects. That is the conclusion of authors of the latest Aral car buying trends study. While environmental considerations now play a larger role – their importance rose by 5 pp, to 25%, in comparison to the 2015 survey – they still rank only 11th in the list of influencing factors and come behind aspects such as ergonomics or brand image. This appears somewhat surprising, particularly against the background of the heated discussions about excessive diesel car emissions (nitrogen oxides) in the last few months. [more]

Following weak performance in winter half-year 2014/15 industrial production in Germany is likely to return to a moderate uptrend in the course of 2015, resulting in expansion of roughly 1.5% in real terms in 2014 and about ¾% in 2015. This means the generally muted dynamics of industrial performance in evidence since 2011 would continue in 2015. Industry's share in total German gross value added (2013: 21.8%) will probably decline again, as in 2012 and 2013. The only moderate growth of industry is primarily attributable to the currently subdued level of business activity and external shocks. Nonetheless, structural factors are going to regain importance. The ball is now in the politicians' court. Many of their recently adopted measures give rise to fears that Germany's international competitiveness as an industrial location is likely to decline. After a good start into 2014, manufacturing output in Germany looks set to grow by 4% in real terms in the full year. Even though business expectations have recently weakened somewhat, they remain in positive territory. Despite the good labour market situation in Germany inflation has decelerated noticeably. The outlook of a recovering global economy, a sliding euro and the introduction of a nation-wide minimum wage in Germany lead us to forecast that inflation is bottoming out. After hitting 1.1% in the current year it could pick up to 1.6% in 2015. [more]

The differences between the German automotive industry and the automotive industry in Germany will continue to expand in the coming years – the construction of production capacities in the growth markets is progressing. Expansion abroad does not have to be to the detriment of Germany as an automaking location. However, a stable or even positive development of Germany as an automotive manufacturing location cannot be taken for granted. We outline three potential scenarios for the development of Germany as an automaking location until 2025. In our most likely scenario domestic car output remains at around its current level until then. At the same time Germany benefits from a gradual recovery in western European car demand. We see economic growth in the order of 1.5% this year. Continuously strong private consumption and a rise in investment in machinery and equipment for the first time in two years are expected to lay the foundation for this solid performance. Moreover, we expect net exports to rise slightly as well in light of a global economic recovery. The labour market will remain a fundamental pillar of domestic demand also in 2014. With oil prices still relatively stable and tame domestic price developments, we expect the rate of inflation to come in at roughly the pre-year level of 1.5% on average in 2014. After a nearly balanced public-sector budget in 2013 a slight surplus seems to be in store for 2014, and public debt will likely fall in the direction of 76% of GDP, down from 81% at the end of 2012. Germany pursues ambitious energy and climate policy objectives and is thus a trailblazer in these fields internationally. However, the faltering UN climate protection process shows that other countries are not following Germany's lead or are moving at a slower pace. In Germany, a barely perceptible process of de-industrialisation has already begun in energy-intensive sectors. CO<sub>2</sub> emissions are shifting from Germany to other countries. In order to stop the barely perceptible process of de-industrialisation and carbon leakage, Germany should either join forces with Europe to achieve faster progress and more stringent targets in international climate protection or else curb its own pace. At the very least, Germany has to seek to make its Energiewende more efficient. Moreover, energy-intensive companies are going to require exemption regimes in the future, too. [more]

The EU Commission's stated aim of increasing the industrial sector's share of gross value added in the European Union to 20% by 2020 is extremely ambitious and, in our view, cannot be achieved in the foreseeable future. Nonetheless, it sends out the right political signal that Europe is to be strengthened as an industrial location. Rather than focusing on purely industry-specific measures, the attainment of this goal will ultimately require supportive conditions for companies – those from both the industrial and service sectors – to ensure that they can compete against non-European rivals. This in turn will necessitate investment in education, research and infrastructure as well as a benign investment climate, affordable energy prices and intelligent regulation. [more]

German industry is showing first signs of recovery. In view of the large statistical underhang of 1.6% from the year 2012, we expect, however, that industrial production will only stagnate in the current year. In 2014, industrial activity will continue to increase (+4%). The upswing is associated with stronger growth in important foreign markets of German industrial companies, especially in the US and – to a lower extent – in China. The EMU countries will also register positive GDP growth again, so exports will give a boost to the economy. This supports e.g. the automotive industry, electrical engineering and mechanical engineering. [more]

The economic and financial crisis in Europe has led to a dwindling of the options for funding infrastructure projects. While funding conditions have deteriorated, a huge amount of investment needs to be made in infrastructure. The Project Bond Initiative (PBI) developed by the European Commission and the EIB is an instrument that is intended to help free up the investment logjam. The primary objective of the PBI is to persuade private-sector institutional investors to fund infrastructure projects. [more]

We have lifted our forecast for 2013 GDP growth in Germany from 0.1% to 0.5%. This is not based on a more bullish assessment of H2's growth dynamics, though. Our call results instead from the growth surge due to one-off effects in Q2 (0.7% yoy) and from revisions to the 2012 performance as these produced a smaller statistical underhang and thus lead to a higher annual average for 2013. The US car market is recovering from its deep crisis. Unit sales and production are likely to increase further in 2012 und 2013. In the medium term, previous record levels will be reached again or even exceeded. German producers should benefit from this development. Their market share in light vehicle sales will grow further. This is due to the attractive product range and the bolstering of production facilities in the US. Diesel and hybrid vehicles will expand their market shares in the US over the next few years. Growth in the diesel market in particular would benefit German companies. [more]

The German textile and clothing industry has experienced a dramatic structural change in the last few decades. Competitive pressure has led, on the one hand, to declining domestic production and, particularly in the case of labour-intensive products, to the transfer of production abroad. On the other hand, firms are concurrently concentrating more on technically demanding textiles, innovative products and strong brands, and are orienting themselves more internationally. [more]

CCS is only one pillar in international climate protection policy, but certainly an important one. However, it currently does not seem likely that this pillar will be able to bear its load as planned for the coming two decades. Without CCS, though, the 2°C target would be in even greater jeopardy than it already is. Politicians’ general commitment to CCS and the realisation that the technology can make a valuable contribution to climate protection must therefore be followed by action: first and foremost, further research must be carried out and, second, price signals for CO2 would be required for its implementation.
